 +2017 is the fiftieth anniversary of the discovery of the pulsar and Very Long Baseline Interferometry (VLBI). ​ In the past twenty years, VLBI has been used in pulsar observations to study pulsar scintillation and scattering due to density variations in the ionized interstellar medium (IISM). ​ With VLBI, it is possible to characterize and in some cases image the scattered image of the pulsar. ​ This workshop will focus on recent progress made in this area, including theory of scintillation,​ new results and improvement of techniques in the investigation of the ISM through pulsar observations,​ the characterization of pulsar scintillation and removal of pulsar scintillation from observations,​ and the study of pulsars using the scattered images to obtain very high spatial resolution.
